Always allow the onboarding tour to be closed
Edge cases where the tour would be an unclickable grey overlay, if users had the wrong localstorage value, often a bug from having loaded minute in a previous iteration and closed mid tour before returning to the app later
Implementation
Check to see if element target is there before adding a clickable area that closes the tour
