Add a device event subscription and task to set the filter.
One thing I'm still not sure on is if we want to add a SystemTime with the events.
Personally that would be useful for me but may not be wanted by others.
Similar apis like gilrs add a systemTime with each event so even if there is a delay processing the input you should still get a pretty accurate time for when it was originally produced.
