The Debian package has a postins script to create openfire user and chown folder to it.
I found that the debhelper tool can create a user during installation but it looks like experimental feature that probably will be better supported in the next releases of debhelper. I described problems in the comments to the article https://medium.com/opsops/dh-sysuser-6bd3e3d623dd
So this is a draft PR that works today but is probably would be better to adapt and merge later on the next releases of debhelper.
