Add github Makefile action and Pylint action. Delete soma to pass test (utf8 problem)

This PR aims to add Github action to anitopy.
This would try on every commit or PR push a build test, a tests run and a pylint check for the format.
I found a test that was akward so i disable it.. but it would be great to reintroduce it after correction.
