Not being able to add PHP_TOOLS

What is the new behavior (if this is a feature change)?

The workflow supports adding PHP_TOOLS like wp-cli, which provides flexibility for deployments via deployer.
For example:
Deployer can run WP CLI commands without manually installing it or manipulating the path or binaries in the provided GA environment.

Does this PR introduce a breaking change? (What changes might users need to make in their application due to this PR?)
