Update the Link Tag Generator page description to follow the same plain text style used by the other tools (Banner, Widget, Revenue Share). Removes inline HTML links and entities in favor of concise two-line description with a line break. Closes interledger#530

Updates the Link Tag Generator page description to follow the same style used by the other tools (Banner, Widget, Probabilistic Revenue Share).
Before: Description had inline HTML links to paymentpointers.org and webmonetization.org, plus HTML entity encoded
