'skipped' CheckOutcomes can now carry an optional stable
codealongside the prose
reason. The expiration check is the firstemitter: its skip causes are tagged no-credential, no-expiration,
and unparseable-date (exported as EXPIRATION_SKIP_CODES), letting
consumers distinguish "never expires" from "expiry present but
unparseable" without parsing English text.
