Bump selenium-standalone to v8.3.0 to fix an issue for mac m1 #82

While attempting to run proof tests locally on my Mac M1, I encountered an error:

Response code 404 (Not Found)

The error is in selenium-standalone and upon some research, I found the issue on their repo, and the ultimate fix.

The fix was deployed on selenium-standalone v8.2.1, but I opted to bump the version all the way to v8.3.0, the latest before v9.
