- Simply take the latest version, increment patch, add -alpha. - Handle changelogs with no releases. - Hanlde changelogs with no releases nor unreleased - Add targets from ionide#5 which conditionally use the unreleased version in packaging

Generates a proposed version for a set of unreleased changes based on a simple check of changes of certain types being present. If the user has allowed it, sets the version of the assembly and nuget package from the derived version automatically. Provides user overrides for both.
