In (at least) ngIRCd, '~" and '&' are the prefix characters for channel "owner" and "admin", respectively.

In (at least) ngIRCd, '~" and '&' are the prefix characters for channel "owner" and "admin", respectively. Without this patch, channel owners aren't recognized as authorized if they joined before irccat started.
