The torch-mlir bump added a `#include` of the tablegen-generated `Passes.h.inc` to `TorchOnnxToTorch/Passes.h`, which is transitively included by `lib/Dialect/Torch/Transforms/Passes.cpp`. Add the tablegen gen target as a build-ordering dependency so the `.h.inc` is generated before `TorchDialectPasses` compiles. Signed-off-by: Ian Wood <ianwood@u.northwestern.edu>
