Continuing to use a docker image for devcontainers and CI tests now seems excessive given that ivy should be agnostic between framework versions and builds for different hardware - it should work with the frameworks the user already has installed. Removing docker, multiple optional requirement files, and all the devcontainer options will keep the codebase simpler and easier to understand.
