Dependency and Workflow Upgrades
package.jsonto use@actions/corev1->v2, replacesactions-toolkitas it was discontinued in August with@actions/githubv6. Also bumped all dev and sub dependencies..github/workflows/ci.yml, renamed fromnode.js.yml) to use Node.js 24 (LTS) and the latest versions ofactions/checkoutandactions/setup-node.
