In Python 3.12, distutils has been removed. We get almost identical functionalty by switching to setuptools

This should be a fix for issue #52
I'm not sure how optional dependencies work, so it may be that it does not work properly if networkx is not installed.
Let me know if there is anything I should change to align better with the repository culture.
