What is the devcontainer.json file, and why was it introduced in a PR to create a security policy? @janoside I don't know what this is, but please scrutinize this code before merging

@Armss9936 Read your reviewed changes more closely. Unless you're a shell for @bskaggs133 or something.

I don't have any concrete evidence, but both of these accounts have lots of forks with no changes and a couple of empty repos. Neither are communicating in any significant manner when performing actions.
