Only apply the fixed inter-request delay once the window is running low (e.g. a LOW_REMAINING_THRESHOLD), and keep the existing remaining <= 0 reset-wait as the backstop. With headroom available, requests fire back-to-back and startup completes well under 30s; pacing resumes near exhaustion to stay within 25/min.
