seq-tools 0.2.0

This version adds sphinx/restructuredtext documentation to the code and a manual generated from that text. The command line interface has grown as well and this release is available through pypi.

An initial release

There are some working parts such as fasta to fastq converters, and some BAM streaming, but a lot of work documenting and porting helper scripts remains. We are an actual pypi module now.
