Document FlowJAX SBI DESI wedge workflow

Summary

• Added workflows/sbi_inference/README.md as the canonical local guide for FlowJAX/SBI DESI wedge posterior inference.
• Updated README.md, ACTIVE_WORKFLOWS.md, and RUNBOOK.md to index the SBI path alongside the existing GAT and Jraph workflows.
• Added a status note to workflows/sbi_inference/CLUSTER_DEFICIT_FIX_PLAN.md so the older plan points to current CLI flags and docs.

• Documented matching model/cache constraints for --scale-invariant-features and marked node/edge domain adaptation flags as diagnostics.
• Captured expected inference outputs, plot overlays, property-join behavior, duplicate TARGETID handling, and figure sync behavior.

Notes

• graphify was not available in this environment, so graph metadata was not refreshed.
• The shared Illustris SCIENCE_LOG.md path was not present in this container, so that cross-project log entry still needs to be added from an environment with the sibling Illustris checkout.
