Adds a structured backlog-item issue template with User Story, Context, Acceptance Criteria, Definition of Done, and Notes sections. Labels added: feat, fix, refactor, chore (type) + component, tokens, storybook, ci (area) + needs refinement, ready (status). Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
