Add BTS merge proposal functionality using the debbugs crate to: - File bugs with patches via email - Track patch application through VCS headers - Support user tags for retrospective finding - Manage bug status updates via control emails - Generate patches from branch differences - Query BTS for bugs with patches The implementation provides a complete framework for treating BTS bugs as merge proposals, though it requires extension of breezyshim's Forge trait to be fully integrated into silver-platter's workflow. Fixes #8
