Test JGit 7.2, Git Client 6.2, and Mina SSHD 2.15.0 with RestEasy migration

Git client plugin incremental build from:

• Use JGit 7.3.0 git-client-plugin#1262

Mina SSHD incremental build from:

• Use Apache Mina SSHD 2.15.0 mina-sshd-api-plugin#150

Includes pull request:

• Require Jenkins 2.479.3 and Jakarta EE 9 #69

Testing done

Automated tests pass on Linux with Java 21. Rely on ci.jenkins.io to test Windows with Java 17.
