Backports of JENKINS-75879 and JENKINS-75675 which, together, should fix the memory usage issues that were reported in JENKINS-75879. These shipped in yesterday's weekly, so if there are no regressions in the next week then I think it should be safe to backport these changes.

Testing done

None; hoping that the absence of any complaints from yesterday's weekly release should be a signal that this is working.
