Use jenkins.baseline to reduce bom update mistakes

Use jenkins.baseline in pom.xml

This change is proposed by the plugin archetype and makes maintainance of jenkins.version and bom a little easier.

Testing done

None. Rely on ci.jenkins.io to test it.

I'd like to get #624 merged first. I propose that you rebase it on top of that branch and I'll merge this PR into #624 so that they go together.
