Allow "Rebuild Last" for Pipeline Jobs

Enable "Rebuild Last" Action also for Pipeline Projects (WorkflowJob).

Opening as draft due to missing test, I'll have a look regarding that.
But manually tested by installing snapshot -- works fine that way. :)

• Make sure you are opening from a topic/feature/bugfix branch (right side) and not your main branch!
• Ensure that the pull request title represents the desired changelog entry
