Adds jesse-x402 to the Tools section — a single drop-in module for consuming pay-per-call (x402 micropayment) data APIs inside strategies, with TTL caching, per-call and per-session budget caps, and point-in-time backtest replay from recorded CSVs. Apache-2.0, no dependencies beyond
x402[evm](requests and eth-account are already Jesse core deps).Disclosure: I operate PulseNetwork, a catalog of x402 data endpoints — the module works with any x402-payable API, not just ours.
