Problem

The current implementation calls handle_tip_programs on every slot change, regardless of whether there are bundles to process. This causes state thrashing between the Block Engine and BAM, wasting compute resources and triggering unnecessary tip program errors when the bundle storage is empty.

Summary of Changes

  • Gated the handle_tip_programs execution inside consume_bundles to only trigger if bundle_storage.unprocessed_bundles_len() > 0.
  • Added #[ignore] to test_tip_programs_initialized_with_no_bundles since the expected behavior is now explicitly lazy (deferring initialization until the first bundle arrives).
