This PR introduces Teacher's Day (September 5) as a fixed holiday in the IndianHolidayStrategy class. Celebrated across India in honor of Dr. Sarvepalli Radhakrishnan, Teacher's Day is now included in the list of recognized public holidays.

Why: To ensure culturally significant holidays like Teacher's Day are considered in Indian working day calculations.

Teacher's Day isn't a Bank Holiday in India (Somewhere in this repo I had read that only bank holidays are considered)

Looks like this PR can be closed has the same issue as PR #262 , the fixed solution is available in #272 , if needed the it can be added.
