ci.yml needs to be upgraded to Node 16

I've encountered errors with the ci.yml action.

It seems it needs to be upgraded to Node 16. I've made changes to my own repository and it works: https://github.com/cobylim/obsidian-check/blob/main/.github/workflows/ci.yml

I'm open to do a pull request for it as well if you prefer.
