Restarting the test suite on filesystem changes should not result to emitting a failure message.

Restarting the test suite on filesystem changes should not result to
running the failure hooks.
I see there were some back-and-forth changes regarding this previously,
but I'm not sure the current behavior is the desired one (it isn't for me ---
I don't want to get a desktop notification every time a file is edited).
