Add citation metadata for AISTATS 2024 ISL paper

Adds a CITATION.cff connecting the software repository to the canonical AISTATS 2024/PMLR publication, including authors, ORCID, preferred citation and discovery keywords.

The metadata also makes the paper's relationship to GAN research explicit using scientifically appropriate terminology: generative adversarial networks, GAN training, adversarial training, GAN alternatives, discriminator-free generative modeling, mode collapse, f-GAN, WGAN and MMD-GAN.
