Summary

This pull request records the publication audit for the journal manuscript WebChess: A Rule-Governed Deliberative Layer for Foundation Models.

It:

  • corrects CITATION.cff from the stale 0.1.0 record to software release 2.1.0;
  • adds CodeMeta and Zenodo deposit metadata;
  • fixes the implementation basis at commit 9980328581ba3e6fed6f2c4fc99b555fec4773bc and archive branch archive/webchess-2.1.0-evaluated-9980328;
  • documents the corrected Gate semantics: the 0.60 independent-cluster ratio is a failed-Gate retry-routing heuristic, not a Gate-pass predicate;
  • records the implementation-claim and bibliographic audits;
  • documents the new AI safety/control literature, adversarial threat model, and journal figure policy;
  • states explicitly that the DOI remains pending an external archival deposit and is not fabricated in advance.

Review boundary

The manuscript evaluates WebChess 2.1.0 at the fixed commit above, not the moving main branch. Source conformance is not presented as evidence that the cognitive method is effective or secure against an adaptive adversary.

External artifact

The audited distribution includes the PDF, DOCX, Markdown source, BibTeX library, claim ledger, reference-verification ledger, replacement Portia technical figure, fixed-commit source archive, and SHA-256 checksums. The binary distribution should be deposited in a DOI-issuing archive after review.
