add [multi]lang and region support; add support for en, de, pt-BR. See Multilingual setup #11
supersedes fix: Multilingual setup #11 #31 (additional feat, fixes, translations).
Tested compiling (typst 0.12.0) for lang: "en", region: none; lang: "de", region: none; lang: "pt", region: "BR".
For testing I changed template/template.typ, and
typst watch --root=./ template/template.typ-#import "@preview/imprecv:1.0.1": * +#import "../cv.typ": *So I suppose @jskherman will have to realease a new imprecv version and change template/template.typ import version for it to work out of the box.
