Record create-only SFTP saves as
createafter the target file is created, instead of recording an upload for the temporary file. Return the final audit record to the file recorder and reject a target that already exists. Ordinary uploads and existing-file editor saves retain their current audit behavior.Requires the matching Core audit operation and Luna create-only save fixes. Historical logs are unchanged.

Validation: focused SFTP and SaveFile tests cover creation, existing-file conflicts, empty uploads, permission denial, and normal editing. Local browser verification shows "创建文件" for a newly created file. Test files are kept outside the repository and are excluded from this PR.
