Add Xquik and TweetClaw Codex skills

Summary

• Add TweetClaw to the English and Chinese Data & Analysis catalogues.
• Add Xquik x-twitter-scraper to both catalogues.
• Link directly to the maintained source repositories.
• Limit the pull request to README.md and README_ZH.md as requested.

Maintainer feedback addressed

• Removed all SKILL.md and platform-index changes from the pull request.
• Rebuilt the branch from current upstream main, preserving newer catalogue entries.
• Replaced the 2 unsigned historical commits with 1 SSH-signed commit. GitHub reports the signature as verified.
• The original inline skill-document thread is now obsolete because this PR no longer adds a skill document.

Independent repository fix

The English README linked all 4 Claude resources to Chinese-localized documentation. Those links now use the matching English pages. The Chinese README retains its localized links.

• git diff --check
• only README.md and README_ZH.md differ from current upstream
• every local Markdown link resolves
• both Xquik repositories and all corrected English documentation links return HTTP 200
• commit signature is verified by GitHub

Thanks for the clear direction. I rebuilt the PR from current upstream in verified signed commit f2e95f4. It now changes only README.md and README_ZH.md, retains the newer upstream credit-risk and RunAPI entries, and links the 2 Xquik resources directly instead of adding duplicate skill files. I also fixed the English README’s 4 Claude resource links, which incorrectly opened Chinese-localized pages. All local links and the 6 affected external links validate successfully.
