Any reason for the item lists to be "Link to ..." followed by the link instead of the more short version used in the previous list?

I think in the long term, we'd have a single source of truth for this information and just link to it. But in the meantime this feels like a nice improvement to me. I made a few minor suggestions and applied @rgaiacs's suggestions. My suggestion is that we merge and iterate from there.

This took me way longer than I intended because I'm actually pretty unsure about how to manage the fact that this is an almost perfect duplicate of the content that was just merged into the Jupyter Hub team compass: jupyterhub/team-compass#820
So - idk - this PR has some updates in it but I'd actually really appreciate some brainstorming support on where to put the details 😬
