In order to detect GPU/CPU AOT compilation, @srividya-sundaram, I used these functions from your PR. FYI I moved them to include/Basic / source/Basic instead of lib/Driver/ToolChains so that they can be used by clang-sycl-linker. I also moved them from clang::driver to just clang. Will this be OK with your PR?

From a quick glance, I think these changes should be ok.
(I need to update my PR with these changes to be certain that they don't break anything)
Also, FYI, there is some discussion going on with regards to the Intel GPUs and Intel CPUs naming convention.
So some of these Intel AOT target mappings might be updated.

FYI: These changes are in intel/llvm too. When the regular pulldown from LLORG to intel/llvm happens, the files in intel/llvm need to be updated too.
