NOTE: The new /tf would have a little timestamp error. However, the error is unavoidable due to the design of Spot's system. We recommend calling the Spot's internal service if we want to do time-synchronized manipulation. |

Fixes
This PR fixes the TF looking up fail issue because of two publishers, spot_ros and robot_state_publisher.
