Using the gi-gtk-hs version in reflex-platform, which is newer.
These modifications were prompted by a bug in Big Sur and Monterey versions of macOS. While the root cause of the bug was not found, as spending more time on the issue was deemed non necessary as the mac build was being phased out, we observed that reducing the amount of concurrent XHR solved the problem in practice.

These are the changes that reduce concurrency in the XHR for chainweb and pact node discovery to avoid the freeze of the app in new macOS versions.
This PR also contains a bump of obelisk to a more recent version, but OVA generation still has lingering build problems.
