fix(chart): backport kai-config upgrade fix to v0.14

Description

Backports #1550 to the v0.14 release branch.

This keeps the kai-config CR stable across Helm upgrades by applying it from the kai-config-deployer post-install/post-upgrade hook Job instead of managing it as a Helm release resource.
