Make menu opening via CLI more similar to shortcut presses

This makes opening menus via the --menu flag more similar to shortcut presses:

• It now obeys the Press-Same-Shortcut-Again policy set in the settings.
• It follows the conditions set for the menu. So if there are multiple menus with the same name, the one which fits best to the conditions is chosen.
• If multiple menus have the same name, the Press-Same-Shortcut-Again policy can be used to cycle through menus.

Furthermore, this adds a new --trigger CLI flag. This is basically the same as the --menu flag, but you can open menus via the assigned shortcut or shortcut ID.
