Rebased kcp-0.19 on top of kcp-0.20 (currently the branch from upstream).

Notes:

• Ignored changes in b2c1cf6, as --use-deprecated-gcs completely dropped in the most recent version.
• Dropped cache options.NewInformerFunc in favor of ✨Cache: Export NewInformer kubernetes-sigs/controller-runtime#3061
