Summary

add dense regression tests for public APIs in cert, storage/* and selected pki helpers
align test file names with the source files they cover
raise overall Go test coverage above 80%

Coverage

total coverage: 54.4% -> 80.5%

Validation

go test ./...
go test ./... -covermode=count -coverprofile=coverage.out
