Code Review

This pull request updates the package version from 0.4.0.dev0 to 0.4.0 in keras_rs/src/version.py. This change correctly removes the .dev0 suffix, preparing for the 0.4.0 stable release. The change is consistent with the release process documented in RELEASE_PROCESS.md. The code change is correct and I have no further feedback.
