Working Rules

• Edit VBA sources in CreateCertificateForMilitaryPersonnel.xlsb.modules/.
• Sync them back into the workbook through VbaModuleManager.
• Do not store temporary Excel lock files or generated output in git.
• Keep workbook-specific runtime artifacts outside source control.
