Add .github/dependabot.yml to check GitHub Actions and Go modules daily. The repository did not have a Dependabot configuration, and those are the two dependency ecosystems in use here. Also keep the tree in the post-go-fix/goimports state required by the automation environment. Those source changes are mechanical toolchain cleanups rather than behavior-driven edits.
