The measurement is dynamic, supporting the need for same-base different configuration enclaves. I.e. different input date to the same worker base, different configurations or initial options, etc.
Remote verifier can accept a base measurement, a host-claim of additions, and allowed additions to generate an expected measurement dynamically and efficiently.
Builds on #430, which describes some TODO's.
