Seems like running the tour in other languages breaks highlighting of some elements. Replicate:
- Set language to Japanese.
- Go to "Overlay Tab Bar Tour."
- Observe that "Robot" and "World" tabs aren't highlighted on their steps.
It may also appear in other places. Verified on Firefox and Chromium.
