This reverts commit 1b7e4b0.
This is the default behavior in prettier 3, but prettier 3 doesn't support node 12.

Package updates are somewhat limited by the fact that we still want to run tests on node 12, but this updates dev dependencies where possible.
Also restructures the test fixture compiler to make better use of
async/await, and reuses.gitgnorefor prettier ignores.
