This is just a housekeeping update for CI.
Updates the lockfile for dev/CI dependencies. Sets a maximum version for
memfsto avoid test breakage on Node 12. Also fixes some test failures (not related to actual runtime breakage) that were introduced with newer versions of protobufjs.
