…e/npm Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependencies [tough-cookie](https://github.com/salesforce/tough-cookie), [semantic-release](https://github.com/semantic-release/semantic-release) and [@semantic-release/npm](https://github.com/semantic-release/npm). These dependencies need to be updated together.
